Actually they do. Those bullets have laser charges or something like that. And most of the Alliance ships have lasers. In the movie at least.

Lasers exist, and are widely used by the Alliance, but they're too expensive for the Browncoats et al. There are laser/wave guns in Ariel, which only work on biological matter, and the first laser gun, the 'Lassiter', is featured in Trash. Plus, yeah, the space battle in Serenity. As for guns like Vera and Mal's pistol, it's unclear whether they're regular guns or some sort of hybrid, but normal guns definitely exist in the 'Verse (as per the sound effects).
