Ok, here's my smoke tutorial...

First open you picture and select the "Sparks" brush. It comes with GIMP.

Next, click Brush Dynamics and click the box that says "Color" in the row that says "Pressure".

Next, pic a grayish color and set it as the BACKGROUND color.

Then, just draw your smoke!
